Rights and Legal Protection Affairs Directorate

Ethiopian citizens living in other countries have the right to services from the government, just like every citizen. One of the main reasons for the Diaspora policy is the issue of rights and benefits. The agency has made this to be one of its key functions, and it has subcategorized it into socioeconomic rights and benefits, and human and civil rights and benefits. It supports the diaspora in its social affairs in an organized and lawful manner from family affairs to its local social issues in the country they are living in. It carries out their human and civil rights in social and economic activities including conducting a series of awareness raising activities. Working in partnership with the social organizations such as the Idir and religious gatherings found in the diaspora working to secure the social wellbeing of the community. Promoting and supporting civic societies working on social issues in the diaspora community, are among the major roles of this department.

There is no complete and reliable information on the Diaspora community. Surveys conducted on the Diaspora community are not statistically significant because they are not supported by numbers, so their ability to give directions for initial plans is weak. Although information on Diaspora may be collected at different governmental offices, the lack of coordinated operations between the offices makes it difficult to obtain reference information regarding the diaspora on a national level. This task and responsibility should be resolved by the Ethiopian Diaspora Agency. The Agency is responsible for obtaining, analyzing and distributing information from any other party in a better and organized manner. Providing diaspora information and research for government policy on the use of government inputs is also a priority for the Agency. The agency will focus in organizing the data collected by different institutions and help to gather reliable information as well as conduct diaspora related studies will be a task that the agency will focus on.

This division records the information collected, works done and the experiences that will be collected in other departments. It will work on database management, analyzing information and the availability of associated institutional memory. It organizes information in other divisions. It gathers information about the Diaspora’s role in the home country and the social, economic, and political activities in the countries in which they live. It works and coordinates diaspora related studies and research activities. It works to lead the diaspora affairs based on studied settings. Will work on research based legal and policy improvements as needed. Coordinates in presenting the national role of the Diaspora and the challenges to the government and the public. Works together with other departments of the agency so that their work is supported by relevant information and studies. Gathers and presents studies concerning the diaspora, conducted by other institutions to the corresponding departments. Coordinates for the conduction of a standard level research regarding diaspora affairs to be carried out by national and international institutions.

The Communications Affairs section of this department works permanently to ensure that the Agency has access to all available communications facilities to be accessible to the diaspora community and to the public. It answers questions raised about the diaspora and the Agency. It builds awareness through printed materials and media programs. Provides different media programs to the diaspora in different countries through community radio programs. Works on awareness creation on the national roles and challenges of the diaspora on national participation through buying air time and sponsoring programs on local private or government owned electronic media.  Supports the diaspora media through the development of the diaspora’s national role. It regularly works with the agency’s website, social media and print media to make it as needed.

The Diaspora Participation Coordination Directorate has been set up with a number of existing experiences and the current type and purpose of the Diaspora. Under the Directorate of Trade, it is a key part of the business and tourism division. It will provide the Agency with a single window service for the business and investment activities carried out by the Diaspora. The Diaspora Tourism Organizations and Diaspora Associations engaged in tourism support to increase of the role of Diaspora and the country-promoting programs organized by the Diaspora. Formats and coordinates projects that will allow the Diaspora to visit and explore the tourist destination areas found of the in our country.

Knowledge and technology transfer Unit is one of the jobs that the Agency has been working on to build and strengthen existing experiences. Knowledge and technology transfer sector plays a major role working as part of the Ministry of Education particularly the Ministry of Innovation and Technology and the Ministry of Science and Higher Education. It will coordinate activities in modernizing the work of universities, hospitals, and other educational and training institutions through the support the Diaspora or other donor agencies acquired the Diaspora. It works jointly with the relevant institutions to organize the best practices of trade and investment participation in a systematic manner to expand and distribute in the country.

The resource gathering and project division is a third part, which primarily aims to widen of the source of resources and contribute to the national development with the help of projects that are already being developed. It will work to involve the diverse Diaspora communities in the selected small and intermediate projects in the home country. The Diaspora associations will also promote and support project activities to benefit from a variety of Civic Society Funds. At the agency level, it coordinates different tasks in designing projects and fund raising of diverse projects related to the Diaspora society (eg, children, women, seniors and persons with disabilities). Provides project assistance to help the diaspora coordinate their internal capacities and mobilize additional resources from outside sources to provide civic and charitable activities in their home country. It will work with international agencies to prepare projects for Capacity Building of agency, staff and government agencies related to the work of the Agency. Constantly supervises the use of additional resources available. Generally, this unit is dedicated to expanding resources and providing a better experience for the Agency as a strong institution.

The Diaspora Associations and Charities Welfare Department works to strengthen the Diaspora Associations at the foreign and national level. It will provide professional associations, ways to enhance their wealth options and legal support. It will coordinate the efforts of Ethiopian Diaspora and foreign nationals to volunteer in education, health, community services and other sectors.
It works to create a union between the various organizations established by the Ethiopian Diaspora and Ethiopian nationals living in various parts of the world. The society encourages the provision of community services in the home country and facilitates the conditions. It will seek legal and regulatory policies to address the problems the Ethiopian diaspora association encounters. It creates opportunities for Ethiopian associations in the country to work and the Diaspora unions to work together and build capacity. The Diaspora Associations coordinates the establishment of various types of charitable institutions in their countries and strengthen existing institutions through financial, professional and material support.

Diaspora Community Development Works

This is a key role that will be taken by the Diaspora as a precondition for economic and social activities. The success of the Diaspora community is based on the effectiveness of our strategy in order to have a strong Diaspora community based on their policies and directions. The way the Diaspora has gone before failed not because of gaps in the policy but with the inability to coordinate this community-based development work with the Diaspora’s mindset and organization. To safeguard the rights and benefits of the Diaspora and to ensure that our country is benefiting from this development partnership, it needs to take a broader approach to understanding it. Although the Diaspora community is aware of the realities of the country in which they live in the various parts of the world, it is possible to coordinate in a close and understandable manner the way in which the community development work is carried out in the context of the state of affairs. Similar roles cannot be done by all Diaspora associations in all countries, so the same consensus strategy cannot be used for all Diaspora.

Although regions are self-sustaining, the Diaspora projects, especially the Diaspora outreach programs themselves, are encouraging to the generality of the Diaspora community, national understanding and national development issues. The agency should be aware of and support activities carried out on federal level that are related to the diaspora. Combining it with community development activities will help in highly facilitating the job. Therefore, our Diaspora community development project aims to fully understand the community’s legal, economic, cultural and religious beliefs and to collaborate in an effective way. This work is organized so that it can be the core of the Agency’s mission.

In this section, the Diaspora community will work to create inter-national consensus, develop national tolerance and culture of co-existence; and facilitate platforms for the exchange of valuable experiences between the country they are living in and the homeland.  It will use religious and cultural holidays in the community as a large social capital to increase the diaspora’s bond with one another. Additionally, it will work towards achieving the aspired change in the political culture and the general political reform that participates the Diaspora and for a strong political culture, democracy and national resolution.

Besides, in this section, women and youth will be involved in gender mainstreaming in the area of the Diaspora working at the Agency and abroad. In addition, they will support the establishment of Diaspora Societies, established by women’s Diaspora members, connect with similar localities in the country, and create conditions for working towards national development. Additionally, the second and third generation of the young Diaspora in different countries, will be involved in designing and participating in projects such as know your country.
